
Jazmine was raised and born in Philadelphia, Pennsylvania. Her mother Pam is a former back-up singer with Philadelphia International Records. Her father gave her the position of curator of the Historic Strawberry Mansion. She and her family then were able to move into the historical famous landmark. She is a 2005 graduate of Philadelphia High School for the Creative and Performing Arts where she was the vocal music instructor. Sullivan started singing as a contralto with the kids' choir, before joining just a few years later, in the adult group. Sullivan's exposure to secular music was at first limited "I performed solo at church . Someone wanted me to sign to an evangelical label when I was 11 years old, but I wasn't prepared to sign that contract," she recalls. "Then McDonald's offered a competition to children from major cities. It was then that I had the opportunity to perform What God Allows on It's Showtime Apollo. My audience was very supportive." The singer performed along with Stevie Wonder at his grandson's birthday in the year 13. Sullivan made her first signing to Jive Records when she was 15. When she was 15 the label signed her to Jive Records. They recorded an complete album, but it was not released. Sullivan was eventually dropped from the label. The singer had a great working partnership and Missy Elliott. Elliott produced numerous tracks for her, including "Backstabbers", which was written by Timbaland.
